I have a basement that was tiled with 1" bathroom tiles by the previous owner. In the winter I put down a carpet to insulate against the cold, and in the summer I leave it bare but it gets wet and actually forms some tiny puddles close to the stairs and under anything placed on the floor. My father listens to your show religiously has said that you are always against putting a sub-floor on a basement floor because of the moisture problem, but what can I do about getting rid of this seasonal problem. It is a big area and even with a dehumidifier in the summer there is still wet tiles.

Believe me, a sub-floor won't do it. You have to ventilate the basement and in particular, the floor has to have the cold, moist air removed from it. The dehumidifier will not do that. You need a non-condensing dehumidification system or a fan and a slightly open window for that.
