Question:

Currently the basement laundry room is bare block. Approx 3 ft is above ground level. I know it should be insulated. Can I glue the insulation to the block and then glue a covering on the insulation or do I have to put in studs?

Answer:

Give this a bit more thought. In a finished area, your power authority will probably ask that there be a duplex electrical outlet for every 12 linear feet of wall and in every wall that is something over a foot long. Running wiring, plumbing and heating ducts in a wall such as you describe will probably take away any financial gain you may have made by foregoing stud wall construction.
