I am making a handrail to be used outside. For the sake of longevity and appearance would you agree that cedar wood is the best choice? I am planning on staining the wood. Anything I should do first? Is staining OK?

Cedar is great for this purpose but before you paint or stain it, make sure it is very dry. I'd even consdier doing that in a garage or some such before putting it up. If its more than one piece, make sure you seal the cut ends before assembly too.
