Looking to install 12x12 inch ceramic tiles in our foyer. There is 1/2 inch particle board down at present. Do we have to remove that and lay 5/8 plywood or can we plywood over the particle board?

If you plan to do a long lasting job of it, you'll have to take off the particle board and replace it with 1 1/2" of wood of some kind. A good idea is 7/8" aspenite and then 5/8" plywood. Otherwise, the wood underneath deflects when weight is applied and it bends. Tiles do not bend so guess what?
