Last year I had a wasps nest under my cement porch. Will they return this year or should I fill up the hole with something ?

The queen is the only one that survives the winter and that means she'll start a new batch of workers first thing in the spring. She'll probably stay right where she is and blocking things off usually doesn't work. Either you or a qualified exterminator will have to trace things right back to the hive.
