Normally any good vinyl cleaner will remove anything that's stuck to it and if that doesn't work, you might try asking somebody who looks after cleaning fibreglass boats. If it happens to be white on the other hand, what you see as dirt may very well be just the oil from the vinyl leaching out and turning it yellow. About the only thing you'll use to get rid of that is the weekly trash pick up.
