I have water coming in under my house where the water line comes in. After a hard rain the area where my shutoff valve is and pipes are under water. This area is below ground level and measures roughly 2'x2'. I know there isn't a leak in the pipe, cause during dry weather no water is present. It seems to me that water is coming in around the water line pipe. Should I put in a french drain on that side of the house, or fill in around the pipe under the house?

You won't be doing a whole lot to stop this from coming in. To effect any repair, you'll first have to shut off the water out on the lawn and then break up the concrete around that intake line. This has to be a very careful operation because you don't want to break into that line. You might even want someone who has insurance against that sort of thing to do it for you. Once you've broken up the concrete, a good repair can be done with a neoprene gasket or something like that, that fits right into the patch.
