I live in Ottawa and I'm considering the purchase of a cottage 40 mins. north of Kingston. It has an existing septic tank that is old and in need of replacement. The Real Estate Agent tells me the dwelling was constructed in the Sixties before Septic records were kept. He gave me the name of 3 local contractors that could install a new system. I spoke with someone at the City of Ottawa and she recommended I have an Engineering firm do an assessment. Is that overkill or could the Ministry of the Enviroment come back and potentially fine me for not following proper proceedures? etc. I want to do the right thing but don't have an unlimited budget.
Answer:
Take a short cut and go directly to the Min. of Environment because in the end, they'll be the ones to dictate location, size, timing, etc. etc. so why pay all the in-betweens.
