I bought a house that is about 40 years old in the Pleasant Park area of Ottawa (ON). The house did not come with a site plan showing me my property lines. Is there a government department that might have a site plan of my lot or will I have to spend the money to bring in a pro to get one done.

You'll end up getting a pro in to do that. Archive it to make it a selling feature of the house when you decide to move.
