We purchased a new house in March 2002 with bricks installed at the front and right side, the rest is vinyl. The side brick wall is 10 x 30 feet approx, which we believe that was poorly installed. The brick width is 3"3/8. About half way down the wall the bricks are sitting on the foundation are out by 1"1/2 and about 3/4 way down the wall brick are sitting at 1"3/4 out. Also their is a slight ballonning out at the bottom from the front to middle of the wall. We would like to know if their is any safety concern that the wall may fall after long term, and if it requires replacement and or repairs. Can you help out with this matter. We have pictures if you need them.

The pictures would not do any good because I learned long ago not to open attachments and I don't really have time for them anyway. Your description of the wall suggests that a structural engineer should be looking at it and documenting an opinion. What you describe can certainly be a safety concern both in the long, and short term. Normally, in cases such as this, the only solution is to replace.
