We are thinking of extending our driveway, which would require digging into a slope (the whole yard is on a harsh slope) and constructing some retaining walls and stairs (up to the backyard). What kind of a contractor should I look for, and would it be helpful to hire a designer first? If so, what type of designer would do this type of project?

A good masonry contractor will do as much for you as anyone can. Should you hire a designer, you'll still have to deal with the mason - even if the proposed driveway modification is other than masonry because you'll need sub-structure and/or fottings.
