I have this unsightly mold(Whitish) stuff on the botto 3 or 4 bricks around the main entrance all year round. I have tried washing it with soap & water.

This probably has a lot to do with the original brick layer's lack of concience. There should be an inch of space between the structure and the brick veneer and that means that extra mortar should be struck off and removed on both sides of a newly laid brick. If that is not done, the extra mortar on the inner side falls down and blocks the weeper holes that are there after every third brick. Moisture now has no way of escaping from that cavity and as the years go by, the bricks there get soaked and then wash some of the masonry salts to the outer surface. Even if you wash it off, it will keep coming back.
