I am contemplating putting in an above ground pool in my small backyard. I currently have a drainage problem whereby the window well fills with water during heavy rains. I put a new drainage tile in the window well two years ago, but it still fills with water. Obviously, I need to take care of the drainage problem before I install the pool. Where do I start to troubleshoot the problem? Should I begin with a home inspection service or landscaping guys?

Start with a mason because you're telling me that the drainage tile along the footings of your house is possibly blocked and that must be address first.
