I need to paint my exterior windows and they have already been painted once. I don't know if the paint is oil or latex. Does it make a difference as my husband has already bought latex paint? Also, we are going from green to cream and it is not covering well, any suggestions.

Do you preparation according to instructions on the can of primer you'll apply first. You'll apply a primer that is meant to cover either water base or oil and then you can use whichever you wish. I'd opt for water based too.
