Once you've cleaned everything off, you have to let it dry completely and then apply the primer. In most cases there are elements in the primer and paint that are lighter than water so if wood is the least bit wet, primer cannot soak into it and if it sits on the surface, it tends to bubble with age. This is about the main reason the whole thing just peels.
