Last summer, my double hung exterior window frames were painted----never to be opened again. I left them raised as long as I could before nightfall, but obviously it was not long enough. Any ideas as to what can be done to unstick them. It is a 2 story house and wondering if anything can be done from the inside.

You can remove the window stops on the inside, clean them off, give all sliding componants a shot of silicone spray lubricant and then re-assemble and you have brand new windows.
