I am painting the window frames outside and the panes of glass are framed in white. The wood window frame is beige. Caulking holds the white frame in place but the dirty caulking is all over the wooden frame I want to paint. How do I remove the caulking on the frames? How should I handle the ugly caulking around the outside wooden window frame? It is all gray in colour and lumpy.

You'll remove all the old caulking with a flat screwdriver and then replace it. That is about the only way to clean it up. If you do a lousy job of removing the old, the new will not adhere and you'll have to start at square #1 again.
