I just wanted to know about installing a rough-in for a bathroom to be put in a basement. Can the foundation floor be dug where the bathroom is to go or would the bathroom have to be elevated to accomodate the pipes? If the basement floor can be excavated, what do the costs run to have this done?

Not knowing what jurisdiction you live in, I wouldn't know the cost but yes, the basement floor will have to be dug up because you have to hook the drain into the main soil pipe. You'll also need a building permit, a plumbing permit and an electrical permit for this.
