My main panel in my house is full, and I want to install a sub-panel in my garage to deal with power-hungry tools. I'd have to free up room to run the cable for the sub-panel, and the only way I can see is to replace 4 current breakers with space-savers to install a new 220 breaker. Are these space savers effective?

They are effective but you'll need an electrical permit to use them anyway so when you apply for that, you'll be told if your power authority will accept them as such.
