I have a serious problem with a gale of cold air coming into the basement through and around the breaker panel. What can I do to stop this. It obviously originates from the point where the supply enters the house. The panel is fixed to the concrete basement wall on a piece of one inch ply and there is no insulation behind it. The house is 5.5 years old.

About the best you're going to do with this is toe introduce a healthy bead of caulking compound along the edges of the plywood and building a cupboard over the panel itself.
Remember, even if you don’t do your own work around the house have to hire someone, you put yourself at a great advantage when you can intelligently discuss a project with the various trades people.
