I am thinking of renovating a 3-room apartment which makes up the entire 3rd floor of a 3-storey building I intend to buy. My main priorities are the plumbing and electric wiring as well as the kitchen and bathroom. Can I renovate the plumbing and wiring on one floor at a time and do the rest of the floors at a later date when my budget will allow it?

Of course you can but because you are not the only one living there, your local building authority may demand that much of this be done by a professional, licensed individual. That may also have an effect on your budget!
