We are in a new house - 2 years old. We are finishing the basement. The outside walls were studded, insulated and vapour barrier when we moved in. The studs on those walls are set out from the concrate wall by an inch or 2. Can I run my wires in the basement behind the studs without support instead of through the studs ?

You're going to have to support them somehow unless you use BX and even then, your local power authority may have something to say about it when you apply for the wiring permit.
