The exterior walls are partially insulated - to just below ground level. The insulation is held in place by 2X3s running horizontally. There are no vertical studs and none of it is plumb. The vapour barrier is 4 mil poly. Should I tear down the old insulation and start from scratch? By the way, why build the framing in place instead of on the floor? Or should I put new framing against the old? I could remove the existing 4 mil vapour barrier and build 2x3 framing against what's already there. That would leave me space for an extra layer of insulation. Then I could cover the whole thing with a 6 mil vapour barrier.

I don't see anything wrong with your suggestion and in fact, it may be the better way to go because now you have space for even more insulation. Plumbing and wiring will also be easier but you'll pay for that when you modify the heating ducts. I build the framework in place because it fits better and in the long run, it's easier; I'm known to be a bit on the lazy side.
