I'm buying a house in the area and need to change the wiring from 60 to 100amp service. The panel needs to be moved from the back to front of the house. With some electrical experience in my background, can I rough in the wiring myself to cut down some of the $1200 cost?

Moving a service should be done by a professional. This is not a job for a DIY-er. Your local power authority will also have a lot to say about exactly where it will end up and a professional approach there will go a long way toward avoiding gaps in service to you.
