My wife and I are buying a home from a builder, and we don't want to pay 400 dollars for each pot light in our family room. Is there any way to add pot lights after the ceiling is installed without ripping up the ceiling, or cutting through the stippled part? We don't want a lot of mess, and we don't mind paying a reasonable amount for a qualified electrician. 400 dollars per light just seems a little high.

$400 dollars is cheap relative to what you'll end up paying if you have it done post construction. Yes, it can be done but it creates quite a mess and no thinking electrician will promise you a clean, un-disturbed ceiling when he's done.
