Good Evening Rob
I own a 1998 Plymouth Voyager, with this past cold snap my Van battery froze.
I thawed it out and replaced it with a new one. However since the battery froze the A/C interior light now blinks untill the interior temp warms up approx 20 minutes.
How can I fix this beside spending garage labour fees of 79/hour?

Answer:
A couple of points here. Firstly, batteries do not freeze. If they do it's because the alternator over or under charged it during the year. This is called "being sulphated". As for the A/C interiror light blinking, that is going to require some diagnostic work. It might be a simple relay, but it is knowing which one that takes time. Sorry.
