Question:
We have a cottage that is on piers about 2-3 feet above the ground (on 2X10 joists). The surrounding area is VERY wet in the spring (up to 8 inches deep) - to encourage evaporation, the foundation will not be enclosed. What is the best way to insulate the floor of the cottage to extend the usable season? Currently no plumbing or heating sources exist.

The best way to insulate the floor underneath would be to use a product called Icynene. It completely air seals the joist spaces so floor is well insulated make your living space above more liveable. Stops any air leakage out or air infiltration. It is not a food source for pests. It would not need a vapor barrier in your application or a drop ceiling. Plus the insulation is hydrophobic, meaning is rejects moisture.
