Good morning,
I'm thinking of installing window wells around two of my 4 windows. two of my windows are now approximately 3 inches above grade. Do I have to dig down to the weeping tile and hook up with same or can I dig down close to the weeping tile and lay rock so the water can filter down to the weeping tile. Or do I even need weeping tiles? What is the minimum heigth from grade to bottom of window?

I'm not sure that i've see guidelines on ground clearance of windows. But if it was my house i'd be comfortable w/ 6" between the ground and the bottom of the window
As far as window well drains go, the best bet is to connect to your weeping tile. But 'good enough' depends on your risk tolerance and the drainage/soil conditions around your house. If your basement feels damp --- be careful. If you are on top of a sand esker, well you can probably take a chance
