Question:

Is it standard that garage baseboards come with a new built house?

Answer:

If by baseboards you mean electric (heat) baseboards, no they do not come standard with new homes. But if the garage is finished and insulated it is a plus or benefit to have a heated garage. But this also means if you keep them activated all winter an obvious increase in electric cost will occur.
